While the code doesn’t explicitly say how it knows you are traveling, it almost certainly uses your location data or roaming status to figure out that you’ve left your home region. Just like your phone knows to update the time zone, it now knows you probably want to take a lot of pictures.

We have all been there: you are standing in front of a monument or trying to record a concert, and suddenly the dreaded “Storage Full” notification pops up. It kills the moment instantly.
This potential feature tries to solve that problem before it happens.
